The program accepted GIF frames dropped into its window, let you set the delay between frames (in hundredths of a second), toggle looping, and export as a single animated GIF. At under 20 KB, it was possibly the smallest GIF animation tool available. It ran without installation as a standalone executable. The program supported interlacing and basic transparency detection from the source frames.
